I'm not fully familiar with Ukrainian election procedure, so I don't know if this is feasible or not, so please correct me if I'm wrong. Yushchenko argues that it is illegal for individual opposition deputies to switch to the majority. However, Yanukovych argues that this transgression is not cause for the dissolution of the Verkhovna Rada. Half of the deputies in the Rada are appointed by their parties based on the parties' proportional returns in the national vote, the other half are directly elected by constituencies. If the transgressing deputies have been directly elected by particular local constituencies, why not have only their seats go up for new elections solely in their local constituencies? This allows their voters to decide whether they were misled on their local deputy's affiliations? On the flip side, if the deputies are simply selected by their bloc, shouldn't they simply be released from their seats altogether, allowing the opposition blocs to replace them as they see fit? The majority would then be free to take them, but only if they release an equal number of their deputies.
